Peachtree Corners, GA — American GOAL, one of the nation’s leading K-12 Scholarship Granting Organizations (“SGOs”), today welcomed the release of proposed regulations from the U.S. Department of the Treasury and Internal Revenue Service providing guidance for implementation of the new Federal Scholarship Tax Credit.
The release represents an important milestone as SGOs, schools, states, and taxpayers prepare for the program to launch on January 1, 2027.
“These regulations represent a significant step forward in preparing for the launch of the federal scholarship tax credit,” said Ben Saylor, President and CEO of American GOAL. “Our priority is to translate this guidance into clear, practical information so schools can focus on what matters most: expanding educational opportunities for students and families.”
The regulatory package provides detailed guidance regarding taxpayer participation, student eligibility, scholarship spending timeframe, SGO operations, state participation, donor acknowledgements, reporting requirements, and other aspects of program administration.
Under the proposed regulations, individual taxpayers may receive a federal income tax credit of up to $1,700 annually for contributions to eligible SGOs, while married couples filing jointly may receive a combined credit of up to $3,400. Taxpayers may contribute to an eligible SGO regardless of their state of residence, allowing supporters to contribute to qualifying scholarship organizations across participating states.
