Do Blaine Amendments Create a Public School Monopoly over Moral Education?

In a recent post on the SCOTUS blog covering developments at the U.S. Supreme Court, Georgia GOAL General Counsel, Jim Kelly, opined that, as states engage in social and emotional learning, Blaine Amendments preventing financial aid being used by parents to send their children to religious schools may be creating a government monopoly over moral education.
