GOAL Annual Report Highlights Record Impact, Legislative Expansion, and the Launch of American GOAL

Peachtree Corners, GA – The Georgia GOAL Scholarship Program has released its 2025-2027 GOAL Report, showcasing continued statewide growth, historic legislative progress, and an exciting new chapter for educational opportunity through the launch of American GOAL.

For 18 years, Georgia GOAL has served as the state’s leading student scholarship organization, helping families access the learning environments that best meet their children’s needs. To date, GOAL has awarded more than $436 million in scholarships to over 35,000 students across Georgia.

The newly released report highlights the broad and measurable impact of the program. GOAL has now provided more than 94,000 scholarships, with an average adjusted gross income of scholarship families of just $34,057. More than 14,400 individuals and businesses contributed to GOAL in 2026 alone.

GOAL also remains committed to strong stewardship of donor contributions, allocating 97% of total revenue directly to scholarships. Since inception, GOAL has directed $11.8 million that could have been used for administration instead toward additional scholarship awards.

The report also details a landmark legislative victory during the 2026 Georgia Legislative Session. On the final day of session, HB 328 passed and was later signed into law by Governor Brian Kemp, increasing Georgia’s education tax credit cap by $30 million annually to a new total of $150 million with no sunset clause attached.

"This legislation represents a transformational moment for educational opportunity in Georgia,” said Ben Saylor, President and CEO of GOAL. “Demand for GOAL scholarships continues to far exceed the available cap, and HB 328 will allow thousands more students to access schools that best meet their needs. We are incredibly grateful to the lawmakers, families, schools, and supporters who helped make this possible."

In addition to celebrating the success of Georgia GOAL, the report introduces American GOAL, a new federal initiative launching in 2027 following the passage of landmark federal school choice legislation establishing a federal scholarship tax credit.

Beginning in 2027, taxpayers will be able to receive a dollar-for-dollar federal income tax credit for contributions to scholarship granting organizations (SGOs) like American GOAL. Georgia GOAL will continue administering the Georgia state tax credit program while American GOAL expands educational opportunity through this new federal initiative.

Georgia GOAL is currently accepting applications for the 2027 Georgia state tax credit opportunity, and additional information about American GOAL will continue to be released throughout 2026.
